RUNNING PUBLIC SCHOOLS

RALEIGH — North Carolina's top court will decide whether legislators can interpret the state constitution in a way that gives control of about $10 billion a year in public school spending to an elected schools superintendent instead of the appointed state school board. The state Supreme Court hears arguments Wednesday over whether lawmakers can diminish the authority of the appointed statewide board. The panel's lawyers argue the state constitution clearly states the school board "shall supervise and administer the free public school system and the educational funds provided for its support." OFFSHORE DRILLING-CAROLINAS

RALEIGH — North Carolina Gov. Roy Cooper says he had a good conversation with a top Trump administration official over plans to expand offshore drilling. Cooper said he talked to Interior Secretary Ryan Zinke about concerns that drilling could cause catastrophic damage to the state's $3 billion tourism and fishing industries. BARNARDSVILLE — Authorities say a man was shot by police after he showed up at his ex-wife's house in North Carolina, violating a restraining order. Buncombe County deputies identified the man wounded as Dayton Rice, who remains in the hospital. UPCOMING: 250 words.

WANCHESE — Kamala Warren said she realized about five years ago her hometown was not the same place it was during her childhood. The small fishing village had a growing criminal presence related to heroin use. Her daughter found a hypodermic needle on the ground while she was horseback riding on Old Schoolhouse Road. People witnessed drug deals in the open, including near a day care center. Certain rental houses were known to be places to buy illegal substances.
